So I’m kind of stuck with who I should level next. Here is what I have
I have the materials to max out Guardian Kong too but not sure if he’s worth it.
Any advice would be great!

Well, I may not know much, but I can tell you Kong’s not worth it.
That being said, they just might post a number of buffs in beta in a week or so. These buffs could include Kong, Khagan, Owl, etc. We’ll just have to see. I entirely expect some people are getting buffs.
Speaking from lack of experience, I suggest Malosi. His very fast status block can come in handy. I use Grazul, and being able to prevent that stuff with very fast speed can cure you of some headaches before they even start.
Or you can do Wu Kong. I’d only ever use him for titan fights, but I hear he works wonders in that aspect. Wu Kong for titans, Malosi for literally anything else.
…I just saw a Grimm you could level and I wrote a whole glowing review, and then afterwards I saw that you already maxed 2 of him. You’re well acquainted by now. 
I’d definitely do some leveling with those extra Skittleskulls… What? No, I wouldn’t make them a higher level. It’s just nice to grind them up and use them to boost someone else. Oh, bedtime makes me morbid. I…

Malosi is who I am working on at the moment but I won’t have the materials to max him out, so I’ll get him as far as I can and then leave him until I get the materials.
just realised I haven’t finished Boldtusks costume so i’ll do the last bit of him.
I have a maxed Wu with a few emblems and I’m not sure I need another, I use Gazelle on Titans as we are hitting 10*s at the moment, her 50% damage reduction works wonders
Kong I really love the design of but like you say, not worth 6 rings. A buff for him would be amazing as you never really see him used. Waste of a 5* but he would work so well in my raid attack team with Isarnia taking defense down, Gazelle boosting attack and Kong hitting all for good damage. Lets dream of a buff!
Skittleskull I’ve never been a fan of but I do have her costume, might take a look at that

I’d max a second rigard, especially if you’re going to do any costume pulls… second Sonya for the same reason.
Max li’s costume. Even if you don’t use her with it, the bonus is nice.
Malosi is worth the max.
Skittle is a possibility based on your choices… I’m thinking she’d be an asset for trials and raid tournaments.

Is Li Xiu that much better with her costume? I always felt her mana cut was the good part of her special but it looks like they bumped that down so she could do more damage
I think I’ll finish off my 3.70 Rigard and hope for his costume and do another Sonya, even if only for the fast dispell

I like her uncostumed personally… but you’ll still get the costume bonus even if you don’t use it. And shaving a tile with level 5 mana troops makes her more valuable too imo.
The costumed version of Li Xiu hits a little harder and diminishes mana a little less. Most folks find the mana suppression better than her punch, hence the preference for the non-costumed version. @Math4lyfe is absolutely correct that giving her the costume (and leveling it up) makes the non-costumed version stronger. So, even if you prefer the non-costume version, it makes sense to get the costume and level it up (even if you don’t use it).
If you are using Gazelle exclusively on Titans, not sure Wu needs those emblems. Strip him and give them to Wilbur perhaps?
Imo malosi is your best bet… he is a beast on offense
I don’t have much to add to the excellent advice you’ve already received, but I concur with @Kadaxas that Wu Kong should be on your list to level up if you prioritize titans.
@Math4lyfe is wise to suggest you consider costumes.
I don’t see that anyone called out Kiril. He is super useful for titans and depending upon how you raid, he may also be good for that reason. If you raid with healers, then they are solid investments. If you prioritize war, then I would say that’s another vote in their favor. You already have Boldtusk, Melendor and Rigard, but seconds of them are useful for wars as well.
I, personally, would not invest in another Hu Tao nor in Skittleskull since you have better yellows and greens more worthy of the materials (specifically Wu Kong and Melendor). While Kashhrek is a solid tank, at some point he outlives his usefulness (that point being when you have a better tank since Kashhrek is not good to raid with and his only role is on defense). I would cross your fingers for a Caedmon. Finally, while a second Grimm is a good idea (for wars) I would prioritize Sonya over him since her debuff is very useful.

And yes I’m keeping Hu Tao and Skittle on the bench at 3.70. Would rather keep the materials as I have better than them.
I also have a maxed out Caedmon and two maxed Grimms haha. My Kashrrek rarely gets used these days, he was a good tank while I needed him. I may remove his emblems though actually.
