Newbies aren’t aware that troops are important too. The first month I was always rolling my eyes hard when I pulled Troops instead of Heroes… 
But then when you have some decent teams you understand the value of 1* Troops and so happy when you can max the 3* and 4* you have. Decent heroes need decent Troops 
But I have a question to that how and when can they be maxed more?
The higher level your barracks is, the higher you can level your troops
4* troops cap at 30 and barracks cap at lvl 10
I would advise not leveling any troops under 4*
And when leveling 4* troops, you’ll want to eat 1* feeders for the first 15 levels or so then 2* for the next 8 levels or so and then 3*/4* feeders the rest of the way to 30 if you can.
Just what i would do. I know slow grind and what not but the levels get much more expensive after lvl 23.
And this system is only if you wanna max your troops. Some people set goal of 23 and plan on stayin there due to the financial drain troops can have if you dont wanna spend multiple years takin them to 30 for free.
High troops are more of an end game project though. I would work on getting your titan teams maxed, then maxing good heroes for pvp to round out the rest of your war teams, then take a look to see if you’re at a good spot to level troops.

see something new I learned. Some people told me wrong! They told me the higher the SH is the more troops can be maxed. So Barracks are the key! Yes I am. I’m focusing on my heroes, iron storages and farms first and SH I’ll do the barracks bit by bit…
I had to! Later I’ll feed them even maxed to the fours when I get more of them. So thanks again you’ve been a big help here!
I promise there isnt a part in this game you need leveled 3* troops for but if it’s already done then might as well use them rather than eat them. The xp gain vs the ham cost of leveling them puts eating them now at a loss, so i would just keep them. Even if u get all 4* troops, u can use the leveled 3* in stacking or in raid tourneys or epic event tiers

I hear you! I had to because I didn’t have 4* for a long time. They just started popping out. So a maxed lvl 3 Troop is stronger than a not maxed. Or am I wrong?

I am with you here. 23 sounds good and enough… I guess I also won’t spend money on troops. Rather on VIP, Diamonds and Heroes. Troops are important yes but not that important to spend money on.
Are you asking if a level 3 3* troop is stronger than a level 1 3* troop?
If so, then yea. Those may be edible at some point though. I assumed in your earlier post that you leveled to max. Of course you did have the barracks question so i should have known better lol. Need more coffee…
It’s good to keep 2* 3* troops to a certain level as some can only be used in tournaments and quests etc
I have a set of 2* at level 6 and my 3* are at level 10
As from what I gather is a good level to have them at!
