Yes. Telluria originally had the equivalent of slow stats, and very slow skill strength at average speed.
It’s really not surprising that players, such as yourself, were boosted way beyond they’re normal scope of gameplay with just one hero, while the rest of their bench did no such thing…
Alas… this was not the intended purpose. Most players had played long enough to know that Zeline was the last green tank. We did not need a statement from SG explaining detailing Telly’s purpose:

We already knew that she was meant to tank…
But rather than have your Telly, and everyone else’s…be completely destroyed by a super creep direction,
Along with every other hero
in your bench…
they chose to maintain her intended purpose through balance.
