I have a question and I need your advice. I need good 4s and 3s, which ones are to keep and which ones can I safely kick? I have so many. That’s why I wanted to clear out and know what can really go away. Thanks in advance 
it’s generally easier to comment if you a) sort by element, and b) show who you already have maxed and emblemed, c) if you specify which game modes are most important for you (do you care about raid tournemant defense, challenge events?)
In general I also try to keep one of each hero, as most heroes have their niche + you never know if one will become useful later.
but let me give it a try:
Yellow:
Keep Poppy (good hitter), Candy and Rheketre (only 3* Yellow healers), definitely Bertulf (Titan specialist), Jackal (Elemental defense down), Lady Woolerton (so you have a 4* healer), and the 4* from S5. Griffin makes a good sniper.
You can feed away Hu Tao, Agnes. Sally, it depends, Sally hits hard and can be useful for challenge events.
Purple:
Keep: Para or Aderyn (probably Para better) so you have a 3* healer. can also keep both. Aqeela has a great special. for sure Treevil. Tyrum so you have a dispel. Sabina (heal / dispel), and Sergei (elemental defense down, Titan specialist)
Feed away: Morris, Budatin, Boomer, Chochin, Cyprian
Not sure: Stonecleave, Ingolf, Chesire (for Chesire - Treevil gives a better defense down, so…)
Red:
Keep: Waqas (generally, S5 are worth keeping as their passives are quite good), Gormek for sure, some people like Mack. Keep squire Wabbit. Carol is niche but is useful in upper floors of Tower events. Junaid is good. Sudri has good damage potential esp. in RUsh Attack. Some people really like Phoenicus for Challenge Events
Feed: Vollermork, Li, maybe Rokkamush (fast and hits hard, but high miss chance), maybe Sumle
Not sure: the 4* Red from Kalevala
Green
Keep: Peters, Gobbler as you do not seem to have any other anti minion heroes, Gramps (resurrects), Orla, Ptolemy, Mielikki, Brynhild, Marcel, Berden, Whacker, Shrubbear, Dolgoon, Noril
Feed: Gadeirus, Little John (you have better mana control options in Peters and Orla), Muggy, maybe Hisan
Blue:
Keep: some like Frank and his defense down is very good, Triton is a good 4* sniper, Azmia, maybe Sangrior (boosts health), Zila Lei can be good, Jokuahainen, Jarif, Helo, consider keeping Lemur so you have a second healer, Yao
Feed: Vodnik, Mireweave, Agwe, Soroca

Feed him as soon as you can build a 4* mono purple team without him.
At the moment she is your strongesr 3* yellow hitter, so better keep her. By the way, hunt for costume Dawa, she hits really strong and her hit does not depend on any conditions, like Sally’s or Poppy’s.
Not maybe. Feed him. if you need AOE hitter, Sumle is much better.
Here I am not so sure. He is meh, but his costume is good. Maybe worth keeping to ascend costume faster.
I think Frosty is a better healer than Lemur, if you have to choose.
And you have his costume, it is useful against minion based teams.
Mireweave is quite useful for maps/events, where you have time to load up her stack on mobs. If you aim at wars/tournaments she is useless.
