I have too many 4* and lost track and don’t know anymore who is absolutely a must to level and who can go as a feeder.
I’ll give you my 2 cents worth.
Feeders. I find the follwoing to be completely sub par. You are unlikely to miss any of these if you fed them away: Gafar, Sumitomo, Agwe, Mireweave, Boomer, Danzaburo, Mack, Zila Lei, Sanngrior, Sumle, Eichbelborg, Shale
Absolutely Must Level with reasons:
Wang Yuanji - Great healer and removes fiends before healing. Limit break this one, maybe even twice and she can roll with the 5* heroes
Ana-Belle - a little fiddly to use effectively, but still a great addition. 1 limit break is enough
Goldie - I’m personally not her biggest fan but still a decent healer with reflect ability
Kitty - Much like Goldie
Xiahou Dun - Fabulous hero. Minions dispel buffs. Limit break, maybe double
Sun Shangxiang - Def down, can be useful against titans. Stick her next to Xiahou Dun when using her
Cyprian and all costumes - Druid talent got nerfed but still very useful and annoying with costumes maxed. 1 limit break will do but double is not a awful option if you like
Peters & Tettukh - Silence is golden
Sabina+ Costume - Not sure which costume you have but if it’s the dispel with buff block one then she’s well worth it
Special mentions to:
Ferant - Not the beast he used to be but still worth a look
Cheshire Cat - Useful against yellow titans but that’s about it
Guardian Jackal - Useful against purple titans thanks to EDD. Do the costume as well but only for the bonus to help with survivability
Mielikki - Decent hero. worth a look
Captain of Diamonds, Gobbler & Gormek +Costumes - Minion klillers are useful
Think anyone not mentioned is decent but not a must do. Do them at your leisure. Only do Season one heroes if they have costumes.
Hopefully a few other people will fill in any gaps I’ve missed.

This is a good list. I do use zila lei and I would use eichbelborg because fast defense down is nice for epic heroes

Maybe I underestimated Eichbelborg. Just always preferred Sun Shangxiang for that Def down so never bothered with him. Maybe he’s worth keeping after all

Just to comment on some of the most mentioned heroes by others: Eichelborg is not better than Sun in 9 of 10 cases (only advantage is speed, but the DD is much weaker, so for titans he is no improvement and for raids I´d rather have DD on 3 targets I choose rather than on 1 target I can´t choose.
Wang Juanji is slow and therefore already worse than most good yellow 4 star healers. Woolerton at fast speed is unique, while at avg speed Goldie is unbeatable. How many yellow 4 star healers do you need?

I’d agree with everything you’ve said except Wang Yuanji. What makes her really useful is she will first remove all fiends and then apply the heal (Or overheal) for the full amount. This is a unique feature for a 4* healer as the fiends do not eat up any of the healing amount. Woolerton is fast but once you use her special she does not gain mana for 2 turns and provides no other benefit. I think D’Andre outshines her quite easily. Goldie is very good but lacks the overheal which would’ve really made her shine. In situations where there are no fiends then any other 4* overhealer is a better shout, such as C2 Rigard or C2 Kiril, but if those fiends are there then there is no 4* healer who can hold a candle to her.

Shar’khai is so under rated, rarely gets mentioned in any 4 star hero discussion and in my opinion one of the best 4 stars in the game

Wang is slow to start with, so she will not charge at all half the time, simply bringing an avg speed healer with a stronger % heal will have the same effect at higher reliability and more use if there are no fiends at the time the healer is charged. The overheal is of course nice, but not worth the lack in speed.
Woolerton is a Cleric and resists mana ailments quite often, but even if she doesn´t it´s no big deal as I rarely have that many yellow tiles to charge a hero, fire it and right away charge it again. It happens very rarely that this is a problem and when it does, it means I have a top class board (otherwise I wouldn´t have the tiles to recharge her again) after a big 40% heal, can´t remember when this has last cost me a win (if ever). I find the only downside of the sheep are her old stats, that really is an issue. Otherwise having a 40% heal ready in 7 tiles is quite unbeatable for a 4 star, but I can´t even think of a 5star who can do that right now (although there should be one I suppose…).
Yes D´Andre is also a good healer (And also better than Wang) I have him maxed as well, but he got replaced by Goldie on my avg speed slot. And he is not making me slow down to replace the sheep unless there is an extremely well tailored def team catering to all his strength (ailments affecting def and mana especially). And btw I also have 2 Gullinbursti maxed 
So I have maxed 5 yellow 4 star healers, 2 of which I use regularly, the other 3 occasionally and I would not want to change any one of them for a Wang, even if I could do that. I see no point maxing a 6th. Fiends are far too rare to warrant an unreliable counter hero, that is way too specific a use case when I can just heal the fiends away with any old healer at faster speed.
Maybe for people that have trouble with towers and have no other overhealers in their roster I could see a good use for her. But not in PvP.
