Devs have a diferent interpretation of what Kiril’s attack buff does than what you believe.
A hero has a base attack stat. Say 650.
When entering a battle with a 10% attack troop the hero gets a modified attack stat.
650*1.10 = 650+65 = 715.
This initial attack stat is used to calculate the burn DoT.
The DoT will have this value for the duration of the battle.
Kiril increases the hero attack power temporarily during the battle. This modification does not change the value of the burn DoT.
Zeline decreases the hero attack power temporarily during the battle. This modification does not change the value of the burn DoT.
Clearer?
Crystal clear as far as how it works, seems a bit illogical on the mechanics side of things though. If a skill is powered by an attack stat then that temporary boost in attack stat should boost the special skill regardless if DoT or otherwise.
Keyword: Should.

Whom since I have reached the 8/8 squad marjana’s spesial attack has a lower damage to a rival player (214) than other players who have marjana (300)

It is the same with every card that has DOT, it increases as the player level increases. And it is the same for cards at any level, not just 5*. It I’ll be max when you get her to max level.
In case you didn’t know DOT means damage over time. So it’s the same thing for Sartana, Gravemaker, every hero that does extra damage in the following turns.

The critical point to note is that DOT damage is calculated based on the hero’s Attack stat. Until that reaches it’s full value, DOT damage will show as less than what you see on the 4/80 card.

Yes. Things which upgrade the base Attack stat upgrade the DOT too. Temporary boosts, like Boldtusk’s buff, do not.
EDIT: to clarify, troops count as a “base Attack stat upgrade” for the purpose of DOT damage.
