I think thatās a fair assessment. My basis for saying they rely on beta testers is in noticing that after a round of beta testing is when they make their adjustments, and there always seem to be adjustments. Iād expect the balancing to be done in-house and then deploying to beta testers just as due diligence before releasing. But what youāre saying is definitely possible.
The certainty you give to your speculations is what Iām taking issue with. Just because something seems like it would have to be true doesnāt mean you can treat it as such. A strong theory is still just a theory. If you disagree, then we arenāt going to agree on this.
Iām not saying your hunches are impossible, but calling them the āonly rational explanationā or definitively saying that Neith is how she is to protect Guin is the definition of presumptuous. Is it possible? Sure itās possible. Because it seems logical and possible can we treat it as fact? Absolutely not. To do so would betray the scientific method, which is the unmistakable foundation of any reliable body of knowledge within our species.
Lastly, Seshat, Drake, Gravemaker, Vela, Telluria, Kingston, Alby, Evelyn, Frida, etc are a lot of exceptions to make the case that event heroes should always be better. Best case, you could maybe say that 1 in 2 HOTM are worse than event heroes, but there are some sub-par events heroes too. Iāve heard this HOTM dogma elsewhere but itās pretty hazy to make the point of a clear distinction between the groups.

I understand I donāt have any scientific evidence, just pure speculation, but these cases happen all the time and when they do, the community always connects the dots.
Evelyn hits 5% harder with her special, but her attack stat isnāt as good as Panthersā¦ Go figure.
Frida could have been fast, but then who would want Arthur, so make her average but she hits harder than her faster counterpartsā¦ but not harder than Arthur. Some people believe that both are equally good/useful but would they agree if Frida looked more like Evelyn or Panther.
I remember when everyone compared the original iteration of Neith to the new Guinā¦ until she wasnāt because the developers changed her in beta over claims Neith was too good. Now, given the choice, who would choose Neith over Guin?
Seshat is great, Kage is better. the only reason Seshat is more prevalent because Gravemaker monopolizes barbarian emblems. Besides, what makes Seshat so good? Donāt get me wrong, I love both copies of mine, but she isnāt anything special. Sheās a combo of Domitia and Thoth-Amun, so is she really that good, or is she convenient?
Raffaelle will not be on par with Ariel, just like the above heroes arenāt inherently better than their event counterparts. Thatās the history of this game.

I think theyāre releasing different versions of heroes to beta-testers to gauge player reactions in order to learn of boundaries of what the general playerbase might be excited about, what they might reject with pitchforks or welcome with open arms;
Maybe also to collect data on how real players with heroes theyve pulled over time will use the hero.
Balancing a game is incredibly hard . Like, super uber incredibly hard.
Yup, i was thinking of that with Almur, he wouldāve been fine as VFast because he didnāt deal a lot of damage. Still i came to like him at Fast because i felt it was needed. If all the good cards are VFast then people will demand the bad ones be VFast too. Then youāre stuck in a game of everything being too Fast.
As to Raffaele, i guess we shall see what is changed in his next build. We as players all know that there has to be a range of heroes ranging from good to bad. I think we accept that but still have that urge to make cards at least good. I think Ive come to accept the fact that some heroes are just going to be trash, specially in months that fall around events.

Funny thing is Iām budgeting to try to get enough gems for two 30 pulls in Juneās Atlantis summons. I gotta get a Seshat. Willing to bet that Iāll pull this guy seeing as in the three 10 pulls Iāve ever done Iāve gotten HotM.
First hero of the month Iām more concerned about getting than not getting. Why? I donāt have the guts to use him as a feeder and wonāt be leveling him either. So thatās one spot on my limited roster gone in the wind.

Seshat dispel 3

At best, 2 of those 4 assertions are demonstrably factually accurate.
I think all of ther heroes in question are great except Neith, and sometime in 2021, iāll probably even level 1 of her.

You canāt. If heās a tank thereās no way to create competetive tank nowadays without making them completely utterly broken to compete with You Know Who.
If heās created to be a healer on offense/pvm, heās exactly how youād imagine a 5 star healer. Slow, heals a decent amount, saves his fellows from certain death. If he was faster, the 50% even out would not be as effective. HoT is huge, just check what it does on Telly, and heās twice as effective.
Heās good healer to take against highly aoe oriented teams. To me, worse overall than Ariel, but not everyone has her. I do so my interest in him is zero. But heās not as terrible as people want to make him look like though. Just maybe we were too spoiled with the recent powercreep, I am glad he is stopping that concerning trend.
The only fix I would see on him is the resist on attack. Come on, some are not as useful as others but this one is just terribly misplaced. Resist anything else, mana slow, burning, anything. But that about it.

Class, color, family bonus and emblem path make panther better. Add to the fact that there are more than 3 good hitters to pair with panther makes her better.
Seshat is great, but Kage is better, especially with emblems. On attack, he can deal 1100 damage to anyone he hits and he dispels before dealing damage. Seshat is useful, but she isnāt as offensive nor defensive as Kage.
Edit: Bottom line is this. Raffaelle is not going to be a great hero. He will be decent, but an overall luxury item for those with big rosters.

Comparing Panther and Evelyn is the funniest one tho cause both have different color and different use (one for Yellow Titan and one for Blue Titan) unless you want to compare Evelyn with another Green like Gregorion. 
Letās get back to topic where I think Rafaele really need to get buff. At least maybe change the 50% mechanic back to heal 42% or make him Kiril or make him 1st Blue Revive hero. That would be interesting.
That is actually neat idea. He would then compete with Vela on defenses for people tanking with Telly, who canāt put their MN, Albyās in the wing etc. Telly meta pushed the ressurecting heroes out of their usual spot in defenses, with exception of Heimdall whose primary purpose isnāt resurecting anyways
But imho he would need to be then completely reworked for that purpose. No need for such hard healer when you have Telly.
Problem also is emblems - he has hard competition - Drake, Joon, Jabber, all being in the wings right now.
