Probably Santa and Kadilen, both at 1.01, but I just started leveling up MN and she’s on tier 3.35. I just had so many more heroes to focus on that I never got around to it.

Thorne or Arman, they are the only 2 I have at 1.01 that aren’t duplicates.

Lianna and Kingston, simply for lack of AM. I have no room to complain however as I just received my sixth scope from titan loot and can now begin work on Ariel.

Lianna, and I actually have two that are both at 1-1.
I don’t quite have the Tonics yet, so I’m not bothering to work on her now.
I’m running out of other heroes I want to level, so I’m basically planning to finish up those projects, and power level Lianna once I have the Tonics.

Aside from duplicates, Obakan is the only 5* I have still at 1/1.
Among the 4*s, I have Gobbler and Jabbar waiting. (Among the 3*s, I have Chochin and Vlad. For now.)

I have a Kingston who I haven’t started because I don’t have the tonics for him and wanted to max Peters before taking Kingston to 3.70. I have a second Kage who’s at 1.1 too waiting for when I have Tabards to spare.
