Best S3 level for Recruits

Ever since spending months finishing the S3 avatar missions I’ve been positively starved for recruits.

I know we have gaming guides for many things but does anyone know offhand the best S3 level to earn recruits from? I’ve just been autofarming 9-9 but I’d like to be as efficient as possible.

Seems those S3 lvl all have around equal recruits, so try the lvl whatever else you need or like…
