Who to spend my Tome of Tactics on?

I would like to max someone. I got a ToT yesterday, but I don’t know who out of my 3/70 to ascend and finish, or who I have at 1/1 I should max.
I have enough mats for any colour at least once.

Note: I have BOTH Marjana costumes and BOTH of Joon costumes and BOTH for Magni. And I have the 1x Lord Loki costume. And I have Quintus 1st costume only. No other 5* costumes

I was gonna say Tarlak for Titan specialist, but you do have Sergei +20 who can do it in a pinch

I’m partial to C-Hel, mana control is always great! (I focused on your 3/70 heroes as they will be faster to max than your 1/1s)

With Miki maxed Tarlak isn’t such a big need. My first thought was Hel for mana control, especially with costume. Another option is Eiora and Fluffy for minion control. Plus she hits like a train.

C Hel is probably the best available. That said you need more help with your Blue and red roster. With that I’d consider Seal or Misty.
