If you’d like more extensive advice on sorting out your particular roster, I recommend creating a new thread in Gameplay Help & Tactics, and posting screenshots of your hero roster, along with your questions.
The main part of the special is to three but the healing core is to all so if at defensive tank in 3* arena should have a 25% heal to all fairly often which is excellent, the dodge for the middle three will improve the chance of survival and if the two flanks hit hard the crit boost will do wonders.
Can see this hero as a serious PITA if facing off against them.
The design where flanks are healed and protected almost forces a tank role. The Healing core is a massive improvement on all previous heroes that had nearby only specials.
Since minions can crit, being loaded up on mana-cutting minions, dodging damage the DoT from this is tremendous. Dawn also cleanses nearby so you get some good cleansing just in case the enemy is able to fire.
More mana cutting in the wings (Toon Gan Ju and Azar for example) or newer hitters? Hmmm.

Also noticed only now that its special makes also dodge regular attacks. Now I like him even more. Stoked more about this mechanical owlet than about Carta, lol.

If you have two solid 3* hitters for Rustbeak’s flanks you have a great combo. The heal core is not quite enough to ensure the other two heroes will be healed when you are attacking, much easier when Rustbeak is a defending tank where tiles will charge the core.
I love him in the 3* tournaments although RB is not the answer in all situations, the middle three are formidable. No Dark Rush and Buff Booster are tailor made for Rustbeak on defense, when attacking a holy tank it will depend on your pairings alongside Rustbeak.
