So if Cypriaan has riposte on and togheter with kirils buff, it Will give lower damage?

Yes.

But.

The longer Cyprian is alive, the more often Cyprian can use counterattack.

Titanium shield

As for the original topic.

Titanium shield buff reflects ALL damage, so counterattack does zero damage. ( see notes)

Which can lead to some weird situations.

In practice, counterattack is ignored since counterattack is damage taken and Titanium Shield prevents all damage.

Titanium Shield:
"Reflect status effects and 100% damage back to attacker "

So heroes take zero damage.

Perfect Riposte:
“Counterattack with X% damage received”

zero damage taken means zero damage counterattacked.
