Hello everyone! I’ve been playing for a while and just recently started actually paying attention to what I’m doing.
Attached are images of my 3and 4 hero’s that I have. A couple dupes. Not sure who to keep and who to eat outside of bane. Yes. I’m keeping him. (Limit break?)
I have VIP but so far have not been too lucky with summons in regards to getting 5* heros or more than the 4* cards I have currently.

Firstly, welcome to the forum. I hope you’re in a good training alliance, as there will be experienced players that will help you there. If not, check out the alliance recruitment section.
3* Gunnar, Ulmer and you have their costumes, both are awesome for rare events, challenges & 3* vfast tournament. Actually all the S1 heros you have costumes for, I’d level up.
You don’t need dupe copies Prisca, Jahangir or Oberon. Food. However, you can never have enough healers, especially for war so I’d level multiple healers. If you pull any S1 4* healers (Rigard, Sabina, Kiril, Mel, Boldtusk - I’d definitely prioritise them for levelling)

I’d only be considering your dupe 3s as food at this stage. All the others will currently be needed for helping you progress. Eventually some of them may be no longer needed and replaced with bigger and badder, but they’ll get you through currently.

We all play the game in different ways, but what I did, and still do, is prioritize fast heroes first. I built teams of my three stars, I think six of them, so I could participate in wars. If going in underpowered, I stacked mono.
Of your bunch, I would give your three stars more love first. Do not worry too much about 4 stars, and in particular, 5 stars, as they require hard to get materials (luck depended) and a lot of resources and time to level. It´s best to build teams of three stars first, then four stars etc. Is my thoughts, at least 
I would wait with emblemming and LBing anyone. The matchmaking in tournaments take your strongest heroes into consideration, so it´s best to spread out the power a bit, once you are there. Emblems and Limitbreak is for later on, I would say.
Of your bunch, I would focus:
Hawkmoon (healing),
Melia (crit, helps a lot in boss fights),
Brienne (great for attack up),
Gan Ju (mana control is key in many fights),
Carver (similar, mana control for the win),
Nashgar (great sniper), Azar (can´t have enough mana control!),
another copy of Valen (great for fast defense down),
perhaps Renfeld in hopes of getting his costume later, that´s really great too,
Berden (great for attack down),
then Tirburtus and Ptolemy.
Is what I would do (other than level the heroes you have the costume of as well, as Sarah2 said, that´s a great bonus to have!) I sadly found Graymane to be underwhelming, but I levelled him anyway, as I liked having a werewolf (take that into consideration when reading my advice 
)
I saved my gems for a 30 summon in Valhalla back when I was new - that greatly helped me along. But times have changed, and there are most likely other places that are better now, but the Costume Chamber is always great too, I hear. Maybe others can shed more light on that. 
But for now you got a great bunch of heroes to share some love, while building your base, so enjoy growing

Oh, about where to spend gems - I just had a thought in relation to my post above.
That Black Friday Summons, and potentially a Solstice Summon which might be similar (we do not know yet though), as well as the, is the name, Festival Summon - all might be great places to use your gems for a big summon, once you have gathered enough, as they have no S1 heroes in them, so there is a big chance to get something new and unique. I think, at least (someone correct me if I am wrong )
