I’ve been levelling 2 red 3* troops and reached them level 11 & level 7
I have just received my first red 4* Should I use one of my 3* to level up my 4*?

In my opinion NO. You will need those 3* troops and the xp increase you get feeding them to a 4* compared to the investment you have already made in them is minimal.

You will want multiples of troops so I would say no. But when I started receiving 4* troops I stopped leveling my 3*'s. I would suggest that.

Absolutely Not! There is very little bonus to using already leveled troops to feed another troop up in levels. Eventually, some day, you will want those leveled 2* and 3* troops for events.
Agreed with everything above. Your long-term goal should be to have five each of 4*, 3*, and 2* troops in each color, which gives you a decent troop on a mono-color stack in each tier of the challenge event.
