As the title says, who should gets the emblems first?
In a vacuum, vela actively benefits from emblems because her attack stat influences her DoT. It’s worth considering your needs for defense heroes though. Zimkitha is a good red defender. If you have Alice for example but your red choices are between zimkitha or Azlar, I’d emblem zim and use her on defense and use Alice on defense in that case.

What Sweg said. I (usually) go Defence Team first for emblems, so it comes down to what your plans are for them. I haven’t given Vela the final ascension yet, so I can’t compare. But I am having fun with Zim at 11 talents.
