He’s decent for the early game, but on defense Li Xiu is better.
And if one has Mist, she is better (same speed, hits 3, more effects). And Gretel is arguably better (she is slower speed, but is more effective at stopping one enemy from firing).
He is my second 4* so I used him quite a lot back then. When the meta is slower, his mana cut is quite clutch at certain times. He is able to efficiently clean up the wings everytime at endgame, with my kiril. Very underrated hero on offence
I definitely found him more useful in my early game, when my roster was still growing. the mana cut is meaningful enough, especially in PvE, to buy some time
Early doors I got both Chao and Li Xiu.
I levelled Li because she was better and left Chao for a long time before I did anything with him.
I eventually levelled him up but didn’t give him any emblems and now he seriously doesn’t get any play at all. Not even in tournaments…
There are so many better new 4* heroes available to spend your mats on….
I currently wouldn’t advise anyone to level Chao if they are in the game for the long haul….

He, like what his title suggests, a master tactician, is quite a tactical hero to use. Back then under the right circumstances, he can perform a lot with just a mana cut.
