Have a check of this thread;
It indicates that the two WILL NOT overwite each other.
I haven’t seen them together or anything to experiment but I would expect that Mitsuko reflect would kick in FIRST and hence there would be no counter attack damage done as there is 0 damage dealt to your heroes.
