That’ll be something which would have me thinking twice about staying. Unless they’ve built in a ‘back up’ system to allow exceptions, then it’s almost playing favourites. Being a close group who have been together a long time is one thing, but inconsistent management another.
While I was of the mind that it might be time to look for another alliance, with that info it’s more it is time to look for another alliance.
