Question on elemental damage

Vela’s special ‘aquatic outbreak’ does “water” DOT to all enemies. I’m wondering if this counts as ‘ice’ damage and would benefit from Frida’s elemental defence down special? My guess is no, but maybe someone knows more?

All DOT damages are fixed once a match begins. One cannot increase or decrease it by using any kind of buffs/debuffs. If you use Frida’s elemental debuff, then Vela’s initial hit will be stronger on the three debuffed heroes, but the water damage per turn will be the same on all 5 heroes.
