What happens if u have an active VIP? Will the 30 days start directly?

It gets added on to your current subscription. So it adds 30 days.
Also I think it’s called the Hallow Charms offer not Halloween.

In Germany it is called „Halloween Zauber“ so I guess Halloween Offer should be ok
