I somewhat disagree with this. Hel is normally a step up from Proteus, but it is NOT 100% of the time. She doesn’t play in 4* tourneys or events, so take that into consideration.
To be clear, I’m not saying not to do that, I’m just saying to make sure you strongly consider not doing it - especially if you have lots more emblems. Having both would be really good.
I’d probably get the ones you are most considering to 3.70, and evaluate what you think at that point.

I need help. I have Sartana(not leveled) and just got clarissa. I have Telluria waiting for one tonic and I have planned to put my paladin embs on her. My wizard emblems are free for Sartana. So should I go with Clarissa even though I get no emblems on her or shluld I go with Sartana because I have the embs for her?
I have both of them Sartana still at 3/70 and Clarissa fully leveled. Even when Clarissa was only 3/70 I was using her a lot of more then Sartana. I hate that Clarissa was a Paladin the next month after Telluria being a Paladin. I would still go with her anyway. I have Telluria on my defense team so she gets the majority of the emblems.
I’ve had far more headaches from Seshat. Proteus +18 is pretty legit, too. Hel is powerful, but I’ve never really had any issues with her. She seems more rare, though. So I likely have a bias because of that.
Hel and Proteus are better on offense. Seshat is good at offense and defense.
Hel compliments other heroes in general, but Seshat and any defense/elemental debuff is a powerful 1-2 punch.
I’d go Seshat first for overall usefulness. Hel next.
