Who’s your ranger that has your emblems?
Cuz even without emblems, think I’d still go Finley personally.
Imo, he’s the best ranger and ice hero in this entire game; Fenrir isn’t even top 5

I am one of the lucky sods with 2 Finleys (well I won the 2nd one). I have 1 Finley at +19 and the other at +3 (with about 500 or so emblems spare to spread around other heroes). They complement each another nicely. You fire the low emblem finley first (say against a team who has Telluria’s buff on them) and this gives the whole defense def down. Now fire the 2nd finley with high emblems to inflict significant amount of damage.
It is nice to follow that up with a Lepus which will end up killing 3 heroes on the defense. Sadly I don’t have Lepus

Finley, Ariel, c. Magni would be in the top 3 off the top of my head.
Ariel, Athena, Finley, Miki and Vela I guess, with Finley and Vela topping PvP, Miki and Athena PvE and Ariel being the best healer.

Interesting that both you and @FraVit93 rate Athena so highly. She sits there in my roster gathering dust and only comes out for red titans and Legendary events when I am pushing for top 10/100. My personal top 5 would be Finley, Ariel, c.Magni, Vela and Lepus in that order.
I do find that some of the older heroes like Alasie and Athena, stat wise, a bit under powered in todays metagame.
With the arrival of minions Athena’s effect became very easy to stack in PvP, you should give her a try 
She has the best defense down in the entire game…
…So yeah, she’s a top-tier hero. & She will always be, assuming she continues to reign as the defense-down queen; it’s not only amazing offensively, but it’s also the best to use in most Titan situations, as well.
To put it more clearly: Miki is to tile damage what Athena is to defense down. Only [notable] difference there is defense down is useful everywhere, where a conditional tile attack buff (at slow mana) really isn’t.

Please ascend Fenrir. It would be your contribution to the gaming community since Finley on defense wrecks us raiders. As a consolation, Fenrir is a cool dog with icy features.
