Costume Bonus – Does the Special Skill also have to be Level 8/8 to get the max Costume Bonus? [Answer: Yes]

Does the Special Skill also have to be Level 8/8 to get the max Costume Bonus? I have Rigard normal at 4/70 and his Costume at 4/70 but the Costume Bonus reads 3%/3%/6%/3%. I am assuming that is because the Special Skill is still at 6/8.
