cKadilen and Inari trigger dodge on any skill that affects them. That includes even skills that don’t hurt like Melendor’s – they can dodge the dispel and keep all buffs on them intact.
It makes sense why she dodged Kage even if he’s supposed to dispel first. And I’m pretty sure that even other dodge buffs (cLittleJohn and Margaret) would still be able to dodge Kage because his skill is offensive. The game checks that first before considering the order of effects in the offensive skill.
