While not the top 3, he is definitely not the worse. He has some tools under his disposal to either support his teammates or build a team around him
Sini lacks originality, is just a jott/porthos clone and is a waste of a hotm space.
Anoushka is neither here nor there
There are also crappier HOTMs this year than him, like gladius who serves an incredibly niche mechanic

Who would you choose as top 3?
“I don’t have a 5* Astral Elf (or Tametomo et al.) and may never get one” isn’t … that niche.
I mean, sure, a Toon sniper is going to be “75%” 
immune to blind or having its Special stopped, but Gladius takes that to actually 100% and, of course, ignores dodge. (Or Wu-Kong-style-buff “dice” miss chance, if it matters…)
I mean, amongst bigger spenders or players luckier with summons, sure, probably have several “this Special skill never misses,” and of course the Scorpion Queen is superior for dealing with dodgers if you can get her.
(And I’m not talking about Gladius’ “tags a foe with a stack if they dodge” which is hardly even tertiary.)
But “I don’t have even any of the latest flavor of premium hero” isn’t, like, THAT narrow of a niche, and someone like Gladius at least gives proles an entry-level version.

As for Casmir, here, I kinda wonder that a Phenexa-Casmir-Ukkonen combo wouldn’t be… reasonably decent (and also attainable for at least some modest to moderate budgets, given the recent SE Phenexa and the current cUkkonen in Kalevala).

Theres no way b&r is better than casmir. I dont think avianna is either.

I think they are totally different purpose, require different synergy, so not straightforward to compare.
For B&R in my setting with Leadria, he can fire with 555%-600% all the time as a strong, fast green sniper (where good green sniper is rare for FTP/ CTP). And for Casmir, he is functionality as a strong counter-attacker (punish the attack team [randomly]).
I love both of them. Both of them and Aviana need good supporters to speed them up.

Yea, and considering B&R is also quite middling.
With what casmir has to offer, there is no way this is the worse hotm in 2024

I can combo him with my shaal to give him tons of mana once shaal fires. But I have since turned f2p, so I won’t be getting casmir
I do not have him, else I would havectried him st 3/70 because I usually value your viewpoint.

I use Becky ( 2nd charge is 12 tiles too), in this team:
The two HoTMs give an additional 10% mana generation via EL. The survivability is improved by Lego troops and Goldies‘ reflect. But it can only used on relstively passive teams. Anything closely related to a meta defense tears this team appart before the first special is loaded.
Its effectively a cleaning team.
And Sir C. is even slower and less reliable to hit.
But my experience is from top100 wars, barely finding an Opponent with lower than 6800 TP, most are well above 7100.

If his chance to hit was higher this hero will be great, but with this 50% he it’s just noting, cleans and reflect to only 3 at slow it’s again nothing special in this fast meta.
This is my green war team and B&R work good.
Sir Casmir is slow and easy to dispel - going directly to SE 
Would I be correct in thinking his passive will give him 5% mana every time one of Hulda’s minions gives health? Also, shove uthragan in that team and he gets the elemental mana boost?
If those are the case, he’s suddenly looking a little more appealing in a 3/2 or mono, cos having faced him, he hits like a truck when it lands.
That’s how it works for roughian. 3 heals from 3 minions gives 15%… But that 15% feels slow…

Potentially an obvious synergy but Sir Casmir works really well with any mindless attack giver - either on your team or on the opponent’s team.
Why is there synergy between waddles and sir?
Well mindless attack the enemy, then when the enemy casts they hit themselves and also have the 50% chance of getting the casmir hit. Kind of a double bonus
