I can’t get a consensus about this. I have more tonics and am inclined to level Queen over Ludwig, but what do you all think?

For offence Ludwig has guaranteed mana increase. The two heroes beside him fire three times in six moves. Anne’s is tile-dependent.

I have both LB+20.
I use Ludwig every day, but don’t use queen much. I regret LB her a little bit.

I’m leaning toward Ludwig as well. On offense, once he charges 90% chance you win.

There is no need to even discuss them. Ludwig is way ahead of the 2. His taunt is not his specialty. It is his Mana gen for 6 turns that makes him a default on offense. His 2nd LB though not that critical outside V fast. Once he fires, it is usually game over. I started using Lord Loki as his flank. It is an interesting combo.

queen is great but not as it seems on paper, her stat attack is low and this 330 to all is like some heroes 280
