Pulled him at the Atlantis Summon and I was trying to read past forums on him but there was 1000+ posts and very mixed info, not to mention a lot of it is from 2020 so could be outdated.
Is he still relevant and usable today on offense or is he not worth the mats if I already have GM?

His best use is vs morel wings and to a lesser extent morel flanks or frigg. If you can get him to fire before they go off you are in a great place. The 2020 family is not a strong one but his +10% critical chance element link is not terrible, being fast mana you can use a crit troop on him and he is still charged in 3 matches. I would say he is usable but there are definitely better out there
Depends on your other red hero’s. I have him at 4/80. He is in bench. I feel that I wasted mats on him. Not using him in war attack teams also. Usable in some situations but if you have better red hero’s then don’t waste those rings on him 
As always it depends on the other heroes in your roster 
I have him at 4/80 with 20 talents and I am quite happy with him.
He is great against Morel, Finley etc. and with him in my team they were never a problem.
He also pairs well with Killhare, negating the defense down.
I run him in my red mono, together with Gravemaker, as he charges a bit slower opposing defence is always suffering burn damage. Plan to try soon JF, GM and Russell to see how it goes.
Overall not a bad hero, but of course since 2020 there are a lot better reds stats wise.
I had run him on attacks when green were the war tank of choice and stopped using him when Garnet started to show up, right before the minions META.
Sadly since heroes such as Prof. Lidenbrock are around he has lost his edge and I can only see him rock in a 2020/2021 HOTM attack team to stack healing and crit bonusses.
great back in 2020, good now. you can still find great use for him.
Same here. I don’t remember the last time I used him for anything actually, must have been like a year ago. GM replaced him completely.
So to OP, if you have other options, or plan to be a moderate spender that will get some other options in coming months, then don’t consider JF.
I still combine him with my bunnies in War attacks. But overall he’s outdated at this point until he gets the costume buff at some point over the next few years.
I have a good red roster and I use him sparingly. When I see morel, Frigg, c Marjana or kunchen….I bring him. I like the critical for titans as well.
I find he really shines best in combination with other heroes! Best case is, ofc, pairing with Killhare or Master Lepus to get boosted defence. Same case for on offense going up against def down heroes. Never really used him in red mono teams, but you’d be surprised how much burn damage he can do! i have him fully maxed and emblemed, used him on raid defence for a time and it worked like a treat. Best use for him would be offence, so maybe consider levelling him!
As long as opponents are using defense down, just JF’s ability to protect from/flip DD is going to be relevant, in war and raids.
In general, I think it’s worth comparing JF against other reds or 5* you have, as opposed to ones you might maybe get some day (unless your rate of summoning is pretty darn high).
As others have said, if your opponent or you hav a def-down character, JF is a great option. Another added benefit vs Morel (or any other blue defender) is his 94% def to everyone against blue. Although counter attackers aren’t as much of a threat these days, he’s great against riposte as well. JF has allowed my teams to survive many battles because of his abilities.
He’s not a must-have, but he’s likely good enough for a lot of rosters. If you have extra wizard emblems to feed him he end up at +20 doing like 430ish damage to all on offense at fast speed, plus negating a lot of blue damage (while flipping the most commonly seen ailment on top tier defenses), plus a pretty solid elemental link.
Had him at +18 During the Tell Vel era, where he was flank.
Stripped him for the longest time.
Now have him back at +18. Seems like most of the War Teams I face have either Freya or Morel or both. I look for one with a yellow flank (say Odin) then attack with JF + KH and 3 others. Usually it works out quite well.
I dont have Ruby, Octros, or the other new Red 5☆’s but I do have Liz, Garnet, Vanda, multiple C. Marianas etc. He’s decent enough among my Reds.

JF is also a monster when red is favourable colour in buff booster.
He brings around 4 buffs , so he hits hard and buffs team heavily
I like him on my red mono raids. his burn damage over time is useful when you get a paucity of red tiles
He is kinda old, but I still love to use him against Frigg
