My yellows have been neglected and I don’t know which ones to level next.

and you have a dozen of Good Holy heroes
Finish Wu Kong and his costume (even if you prefer Bertulf, the costume is still good for tourneys), Jackals costume (to improve the original), Felton and Ribbit (as a minimum, but I would add some other 3 stars), all those are amazing and cost close to nothing to do in no time at all.
Then do some 4 stars: DÁndre, Woolerton, another Waddles, Mist and at least 1 overhealer (Gulli or Wang depending on your taste). Those are still going to improve your roster greatly and quickly.
There are tons of 5 stars, but at the size of roster you are you will do much better for your performance in most aspects of the game (except maybe raids, where 1 good team is enough) if you get more geroes quickly, You can do all of the above and more at about the same cost of upgrading two 5star heroes.
Agree 80% with @Gargon in respect to your 3 & 4* I don’t would usually do duplicates and I would add steropes.
As far as your 5* I would seriously wait until ater the “Big Balance” ro decide but as it is for this moment

But seriously wait until the big rebalance has been completed before you level up any of the 5*

I’m glad I asked, I had no idea there’s a Big Balance coming. Wish I had known before starting to update. I completeld Director Zuri , and have been working on Aramis, Lord Loki, Quenell, Rathor.
