Yeah, no - let’s not have this crap as the norm “X works well with X”, unless OP has those heroes that’s a null and void justification to try and say X is good because you have to be privileged enough to have those that work well with X, and if X needs others to be good, then they’re not good as a standard.
Not having a go, just have seen so many people try and justify heroes like that, not like this one needs to be justified as like I said, they’re decent.

Pulled her yesterday from Solistice summon, and I’m not sure about her.
Is she worth leveling/LBing/LB2ing/M-Talenting ?
Chiming in because I pulled her back in Feb and have her fully leveled. Not fully emblemed yet though I likely will soon. She’s not in the top tier of reds but she’s very good and I have a lot of fun raiding with her but I still have a relatively limited roster being f2p (used to be c2p but stopped spending months ago). I don’t have any good synergy heros that will dispel her buff early, that would make her even better. But take her against a dispeller and her healing is great.
Does anyone have her stats at LB1? 
I think I will select shield path for Elba 
in counterattack hero i always prefer to choose health so hero counterattack more
Since people are resurrecting this topic, I can contribute a bit from my experience. I pulled her during seasons of love, so about half a year ago. After some testing with LB1, I thought the she’s worth of LB2, so she can take more hits on her lovely shield.
And I don’t look back. She’s still a very good hero, often the last hero standing (due to her healing), and she’s sturdy enough to withstand some gargantuan hits, thereby wrecking the hitter.
Maybe not usable for a top10 alliance, but for top 100 for sure.
