Well… yes…
This is a problem, that it’s not clear — even if there were any actual interest in game balance at all anymore — what the best way of trying to re-establish it would be.
The recent Monster Island portal graphically illustrated how this year’s releases have rocketed 157 points ahead of an OP hero of one year ago.
The release of costumes for W3K comprises ridiculous stat boosts second only to Toons (but with one costume instead of three), plus a major upgrade to Diaochan minion size plus yet another We Don’t Care About Existing Mechanics change, with “unstoppable minions.”
Having said all that, “Vivica/Toon!Vivica is Slow so it’s not a problem really” isn’t a… great defense either, I’d argue not only because

Slow isn’t that slow for a tanking hero, especially with Toon defense and hit points. doubleplustrue when backed up by Legendary troops, never mind that Toon!Viv essentially can’t be mana-cut, buff-blocked, tagged with status ailments, dispelled of most buffs (and absolutely can’t be dispelled of her own defense-up buff)
For anyone who doesn’t have The Latest Hitters, or at least a bucket of mostly-recent abilities that Toon!Viv can’t directly ignore (Growth/Wither, Insanity, possibly very large and frequent fiends), defeating Toon!Viv at all (even when she’s the last hero standing and being attacked by a mostly or even entirely intact team) can be a real problem.
