When a hero gets a, let’s say, +20% attack boost, what is the boost applied to? The hero’s special skill, the respective color of tiles that are sent to the enemy, or both?
It’s anything that uses their attack statistic, so both.
If you hold down a hero’s icon in the battle you can see their current stats.

BTW, as far as I know the HOTM of next month, Glenda, her attack boost is only for special skills.
