That would buff some teams to over Wus att buff without missing due to the stacking +20% rule.

No, only positive status effects are considered buffs, and Minions aren’t status effects at all.

but inari’s SA in general is some kind of buff or? even tough no minions are casted yet?

Negative status effects having an attack buff would be great 
Just to be clear:
- Inari’s “dodge special skills” is a buff
- the minion that comes out after a successful dodge is not.

Minions have no effects (buff/debuff). You can consider them just like a little shield. They’ll be hit before yourself. That’s all.
There are several minions generating mana, health and all of them deal damage. The question is reasonable.
