The most powerfull hero is in my opinion not the same as the hero with the highest power level. Power number is based on base stats and does not take into account how good the specials are. Lu Bu / Zhuge probably have one of the highest base stats in the game which makes sense for being a slow hero (compensating for the speed) and being one of the most recent hero’s (general power creep).
