No. Some heroes have a fixed damage listed in their special description. But while there isn’t a calculation shown, this damage value still increases as the hero attack score increases, even after the special is at 8/8.
The numbers you see on the card in the summonsgate are max values
If you get Azlar’s special to 8/8 before max his level, you will see numbers in special continuing to increase.
