No need to be fully leveled, just the 2lb is enough.
2k hp means it is the limit, that the fiends can have hp at time. The limit before 2Lbing is 1k hp.

The fiend hp is based on the target max hp. What lb2 does is increase the limit to 2000 hp instead of 1000 hp, which is the standard for minions and fiends.

Whats the highest fiend hp you seen? Just got iga to level 90 and the fiend had 997 hp. Was bummed. Thought it would be 2k. If i went health path then fiend health would of been higher?
Iga’s health does not affect the fiends he casts. As Victor said, it depends on the max health of the target you cast on.

The highest I’ve seen is 2000. The example below is only on his first charge.
Note that the hp depends on the max hp of the hero that gets the fiend. In this case Hathor.

This is accurate. Just fought a 7700 level team and the fattest fiend was at 1816 HP.
Imnediately went to last stage of season 1 against the dark Lord, and behold, 2000.
