I have both fully emblemed. Frost is a nice hero especially on 5* bloody battle tournaments. On the other hand Iris one of the nice attackers, and can find her a place in AW defense teams.
I vote for Iris 
PS: I use Iris more thn Frost

I had the same dilemma last time and I’ve chosen Frosth because I own M. Pengi (both are fast so there is a great synergy). But Iris is a very good hero too. She will be my next blue project after Frosth.
Those two are so different! I use Frosth to add some healing and attack while boosting other minions. Works well for farming, mono-blue teams with Glenda’s minions, and mixed teams with other members of the 2021 family.
I’m still working on Iris (4-63) but I’ve played with her a bit already. Fast hitter with splash damage and extra against red. Seems solid enough but I don’t think she fills any big gap in my lineup, rather builds depth.
I would suggest going with whichever one will provide more benefit for your team? Do you already have a fast blue hitter? If not, then Iris. Also, if you don’t have at least one hero that generates minions before Frosth (Freya, Uraeus (due to family bonus), or Glenda (in mono stack) are my options) then Frosth is less useful IMO.
I didn’t vote because I don’t know what blues you already have leveled and what minion-makers you have on your team. Good luck!
