For rare heroes, I completely understand your request, as they are struggling to reach that 8/8. If you want to have high chances, you increase levels quite a lot, while not really guaranteeing the talent level up.
One could even wonder why they still have this ‘talent skill’ level. In the current meta, you cannot use heroes anyway before they are at max or near-to-max level. So the special skill could be removed, according to me.
