Balancing shoud be permanent, or at least yearly.
Unless they add some of the old HOTMs to the TC, which clearly would help to reduce the gap between P2W anf F2P, but also would mean less profit AR.
My guess is that after all vanilla heroes have costumes there will be a second generation one, helping compensate the power creep without giving HOTM away.
