All DOT damages are fixed once a match begins. One cannot increase or decrease it by using any kind of buffs/debuffs. If you use Frida’s elemental debuff, then Vela’s initial hit will be stronger on the three debuffed heroes, but the water damage per turn will be the same on all 5 heroes.
