It does seem rather bizarre, and perhaps a good indication that it’s RNG, possibly without all possible combinations live yet. Something a Staff member said the other day when I asked about the possibility of 1* and 2* Tournaments made it sound like some possible combinations of restrictions weren’t in the rotation yet.
