If s1 4* are to s1 5*, based on that ratio... what star heroes are presently in the game?

This analysis is somewhat flawed. The power score is based on a combination of stats and rarity. So the ratio based purely on stats should be lower, meaning a comparable 6/7* would have lower stats.

If we take out the Base CP since that has nothing to do with stats, and also the 35 points for special skills level, we must deduct 125 points from the power of any 5* and 85 from the power of any 4* to get just the stat based portion.

To get the highest ratio possible, I will look at the highest CP 5* and lowest CP 4* from S1 (Elkanen at 758 and Melendor at 638).

Looking at just their stat-based CP, we have Elkanen at 758-125=633 and Melendor at 638-85=553. This gives a ratio of 638/553=115.37%, slightly lower than you calculated.

If we used that to extrapolate based on base stats, a 6* should have 736 CP from stats, and a 7*, 849. Adding back the 125 all maxed 5* get, we have 861 CP for 6* and 974 for a 7*.

Archie sits at 865, meaning we entered 6* territory around spring of this year.

The new Knights sit at 953, very close to 7* territory at 110.69% of the estimated 6* stats. And the upcoming yellow and green super elemental heroes currently in beta exceed this 974 7* cutoff with 975 and 982 power respectively.

With the accelerated schedule of super elemental quests to be monthly now, we can expect 7* equivalents in December. I would guess the 8* equivalents at 1123 power would be released sometime by the end of next year since toon costumes are expected soon and will push the stat limits with a 35/35/65% bonus to attack/defense/HP, meaning it’s only a matter of time until hero base forms have that level of power without costumes.
