I think the current proposal hurts Telluria’ usability and that’s sincerely not a move towards balance. will link myself about what I think it would be ideal to Telluria:

Constructive Suggestions For Tellys Balance

Telluria can double as both healer and a tank, both offensively and deffensively. I honestly think this is an awesome feature and should be preserved in the balance. That means not touching the hot, minions, stats, class and mana speed. Her hot is good as it is, the minions will secure some indirect heal in case of a dispell and a slower mana speed would hurt the use in offensive setups. Her class and stats would maintain her as tanky as it is now. That being said, we get to her offensive trait…

As it is they clearly intend telluria to be only a defense tank, that will end up like Neith. Does everything: heals, minions, damage, mana slow, but nothing good.

As for Vela, removing completely the extra damage rather than just reducing hurts Vela as a natural counter to fire heroes, which was maybe her best feature.
