Miss Ethel is “Anne” with better stats! My only issue are her stats which are lite! But with LB and master nodes, they get better! The toons have crazy stats, but take a ton of resources to level all costumes, LB and max master node! You may get more bang for your buck maxing Miss Ethel! But I would ask for pictures of both maxed out and decide after that! FYI - I have yet to come across a maxed Miss Ethel in the Top 1000 raids!
