Seems to be a bit of misunderstanding as to what metrics the war matchmaking algorithm uses. As far as I’m aware this is still true: Alliance war changes - #58 by Rook
From what I understand there might be some issues with the weighting of the top 5 characters, and the biggest known issue is the manipulation of war history.
