I am looking to add depth to my fire heroes and am undecided on who to max next. My options either at 3/70 or approaching it are:

Thoughts/comments greatly appreciated. While I am torn between Nemo & Zenobia, I have heard high reviews of Russell which makes him seem like a worthy hero to receive the rings.
From a titan perspective, I’d go Zenobia
Another vote for Zenobia. Yang can be good for towers with her stack. Noor can be good for rush.

You have already a quite developed roster with some of the best fire 5* heroes (Garnet and Gefjon). I also think Zenobia would bring the best added value to your current roster

Zenobia. I have limit broke her and she’s just awesome. Fits in with wars, raids and titans. I limit broke her and her attack is now 915, health has reached 1700.

Zenobia is a clear choice IMO, I think Nemo is very average 
I agree nemo is pretty awful.
Id go noor if you are lacking minion counters vs freya hulda etc. Im sure zenobia got maxed a long time ago now
