When to use war flags

Our leader is directing/pushing everyone to using their war flags in the second half.

My logic: (just random numbers)
Opponent has 2000pts
If we only get 1500pts it doesn’t matter when we use our flags.

Am I wrong? Does the time we use our flags matter at all?
