Raid Tournaments don’t allow re-rolling, but have teams that are more comparable due to the weekly rules/restrictions.
They don’t have teams that are more comparable. Fought reapeatedly with my full level 4* team against not fully leveled teams of 2*,3* and 4*.

You’re right, matchmaking for this first Tournament is broken. The devs acknowledged it and are working on a fix:

We are aware that the attacks have not been spreading evenly. We are hoping to fix this for the next Tournament. Apologies for the inconvenience! As this is a brand new feature, we are still looking into improving it and making further adjustments.
