I vote your proposal. I agree with putting a mark on it but not with slowing down the energy.
To be honest, the penalties are overkill considering that those penalise mercs the hardest, and that is a pretty strong reason to go alliance hopping.
It should just be a marker to inform alliances that the following player has a history of war desertion and it is up to the alliance leader to investigate his personality before deciding to invite him in.
There should also be a low priority queue for them too: they cannot just join an alliance, even open ones. They need approval from the alliance leader first.
This should be a good enough deterrent for normal players who just abandon war but not punish mercs and people who want to rush POV and hence leave to fight another war and return later. My old alliance had quite a few of those
