Looks that way, despite the wording of the announcement.

So if you were hoping for Frostmarch or a Farholme Pass then you will be disappointed.

Guess there are now 8 Rare Quests.

  1. Mount Umber
  2. Shrikewood
  3. Frostmarch
  4. Farholme Pass (1) Tome of Tactics
  5. Shiloh Desert
  6. Morlovia
  7. Farholme Pass (2) Damascus Blade
  8. Omega

Which means they can legitimately say that there are 52 rare quests a year.
