Anyone also noted this? Vanda Supposed to steal buff, not minion.
I think Vanda’s passive is to steal buffes from enemies if they have any. So it’s likely in this case that Vanda stole the Inari’s dodge buff, then you used a special skill on her, she dodged and thus summoned a minion for herself?

Yeah looks about right. That should be the solution.
Now I know what I can steal if I see Inari in defence. Lol
